The operative (and appropriate) word here is candidates. I believe they are all Gorilla candidates in the early stages and the final structure of the game cannot be determined until a Gorilla emerges (or not) from the tornado. Until then the default structure of the game is Royalty with increasing potential, but no iron clad assurance, of development into a Primate structure.
