The guy stole the tank in San Diego and drove it drunkenly through the streets. It was simple luck that he didn't kill anyone. If he had continued to drive on and had crushed a few people to death then all the Monday morning quarterbacks would howling about how the cops failed to protect the public.

The cop had no way of knowing whether the dude was armed or not inside the tank. The policeman easily could have been shot as he opened the hatch. You have the luxury of knowing the dude was unarmed, but the cop didn't. At the time no one knew who he was, why he stole the tank, or what he was planning to do.

It's a shame the guy was killed. As it turned out I think he was just drunk. But how would you suggest stopping an unknown crazy crushing stuff with a stolen tank? Just hope that he crushes cars and property, and not people, until he runs out of gas?
