industry definition:

Excess capacity = additional capacity beyond current production in barrels per day without doing major work (basically just cranking the valves)

ARAMCO is the Saudi national oil company. I saw an estimate of OPEC excess capacity of 3 MBOPD. However, that does not break it down by country.
