This is Machiavellian politics at a high level, but certainly not beyond the ability or willingness of a people who brought us the great tactician of warfare, Sun Tzu..
As an example, Khun Sa, the Karen drug lord in Burma was/is a major exporter of heroin, yet would also not tolerate any usage among his own people, with the sentence being death. It was nothing more than an export commodity that brought them the money they needed to fight the Burmese govt.
Now he's in the hands of the Burmese, and the US wants him extradited. But now he knows too much to be released to anyone but their own authorities.

And I agree that capitalism, in its most extreme and unfettered form, is just as bad a communism.. Both involve the abuse of power and the destruction of free markets.
Which is why anti-trust legislation is so all-important, implemented fairly and with conscious thought toward promoting competition and innovation.
That's what helps keep monopolists in check....
