RFI problems can be caused by two situations: An improperly operating device that emits RFI, or an improperly operating device that is susceptible to RF ...

Or a properly operating device designed to emit RF and a properly operating device that was not designed to be immune to the radiation from the former device which might not even have been invented when it (the receiving device)was designed.

This situation has certainly arisen in the context of some electromedical equipment with which I am familiar.
