The defense budget gets watched like a hawk by doves and by people with a vested interest in social spending. It's such a good sound-bite to be able to say "Our government spends $300 billion dollars on defense while _____ "(fill in the blank: children are hungry, schools are in need of repair, infrastructure is crumbling, environment needs protecting, you name it, there's a worthier cause somewhere).

But you're right, an increase is expected for the 2001 defense budget. Even the Clinton adminstration is in favor of some increase.
