The idea of topping off the gas tank and waiting in line for gasoline - that in itself subtracts millions of liters of gasoline from available supplies. Which in turn will precipitate a real shortage. It's a self fulfilling cycle - a type of feed forward cycle rarely seen in economics, but self-destructive when present.
