Beginning Oct. 1, SBC, which has a broad plan to offer digital subscriber line (DSL) connections to consumers and businesses called "Project Pronto," will resell Covad DSL connections both in and out of the Baby Bell's 13-state region. Covad will receive a guaranteed $600 million in revenue over six years.

I believe this is indicative that SBC and COVD have settled their dispute, and IMHO it was the smart thing to do since there is plenty of pie to go around. SBC will let COVD have enough of the pie such that $600 million in revenue is guaranteed. SBC will be a reseller helping COVD to get customers, SBC will collect rent on the copper from COVD, and COVD will be charging the end consumer for the service.
