Actually, I think CISCO only wants to sell routers and hardware- they haven't been too successful (yet) in complex software. I wonder if they are waiting for 3rd parties and partners to do it to leverage their hardware sales.

The current best selling Central office switch had ~2000 software staff working on it in at one point about 20 years ago. Lucent's number 5 probably had the same number of staff working on it (at one time). I don't think the equivalent software will be free for VOIP, but I don't see how they will charge enough for it to cover the development and maintenance costs, unless they bundle it with hardware.

I'm glad I'm not the product manager at a for a VOIP software solution company. The best way they can make money is to be bought out by a hardware and system integration provider.
