First, it doesn't matter even if you were factually correct (you are not). The margin of error has to always be factored in. It is the confidence interval. Say Gore gets a 47. When there is a margin of error of plus or minus 4, it means that they are 95% confident that the correct number is between 43 and 51. Bush gets 41. They are 95% confident that the correct number is between 37 and 45. They are not sure enough to certify the exact number, and they overlap. Thus, a statistical tie. That is how you read polls.
