OPEC's already said they'll reduce supply barrel for barrel against the SPRO. Only a fool would play chicken in this situation - hence, spro will flow. Will it work? It may bring back oil prices a tad, but it will probably precipitate a more subtle change. All this "our economy is immune to oil" talk will begin to look suspect when the government decides to tap into something designed to be used in the event of war or a major disaster. Besides, refineries are running at near capacity, so I don't think adding more crude to the equation will change what lies before us this winter. Gasoline, heating oil, and natural gas will all hit us with a massive inflationary punch.
