WinME won't sell well as an upgrade. It's too incompatible with too many machines, too many peripherals, and too much third-party software. It will ship with new consumer machines, but that will count for somewhere around zero sales growth. Nobody's going to buy a new machine JUST to get WinME. > Windows ME doesn't look like big sale to me.
