Why do you guys have to keep torturing me with the Worth article? If it wasn't for that article, I would have never heard of Arakis and would have never ended up on Zeev's couch! As far as a response to your question; c'mon Paul. In 1994, we had no idea how or when the pipeline would be financed, or built. We did not have $1bb barrels of reserves. Of course, we also had "no civil war" at the time, either.
