On the TV show Silicon Spin, John C. Dvorak commented that the FBI does not need to have little black boxes planted throughout the internet in order to implement Carnivore, as they claim. He explained how they could monitor e-mails without doing that. Apparently it's fairly simple if you're a techie. He went on to speculate as to why then, would they want to plant little black boxes at various ISPs. He concluded that it was a way to shut the internet down, if need be.
