Beats me. The only way to avoid handing off the wireless call to a fixed wire operator who is interconnected to the local C.O. is to build your own fixed network. So maybe the article is alluding to the possibility that Verizon will not only build and operate wireless network but also build their own fixed network.

Does Verizon have their own core network? If so, this point is simply pointing out that NT can offer end-to-end solution utilizing it's optics technology to drive more bandwidth through the EXISTING physical fibres/wires/wireless dishes.
