I don't think so.......if Verizon does not have ILEC reach in Seattle, they have to hand the call off to QWest ultimately. Someone has to own the last mile? Maybe I don't understand the ILEC term as I am from Toronto Canada. Is that a Carrier who actually owns the local Central Office switches and the copper wires that reach the end-user?
