John, You are right. The 20% threshold is easily met. During 2000, Osha has raised the price target by 83% and missed out on upgrading it. I think one reason we haven't heard from him is that he has to upgrade the rating, or take a negative action on the price target such as extend the duration from 12 months to 12-18 months or just lower it.
