I haven't seen the upgrade anywhere except your post. GVTucker mentioned earlier that he didn't see one. I would guess that if the US-based analyst for INTC later upgrades it and the UBS money managers sell on the upgrade then your conspiracy is real and they have run afoul of various exchange regulations and if the analyst is a CFA, then he is also in violation of AIMR standards.
