Does your community have an animal control officer, or an ordinance against dangerous animals? Are these people renters or owners, and if renters, maybe a stern letter to the landlord (with copy to the insurance company) advising him that you believe he has rented to dangerous tenants and if there is any damage you will hold the landlord personally responsible for allowing a known hazard to remain on his property would be good. If an owner, it's possible that a complaint to the bank holding the mortgage would have some effect in that there may be a mortgage clause prohibiting dangerous activities. Sounds like a letter from a lawyer to them warning them that she believes they are creating a nuisance and threat wouldn't do much good if they have had problems before, but may be a nuisance suit or hazardout conditions suit would be a possibility. Where serious issues of personal safety are involved, I do suggest you get the government agencies and a lawyer involved pronto (and take some videotape of the dogs, the enclosures, etc. as a baseline reference and in the event you have to show it to a judge).
