Not all that long ago they has something like that, primarily in the South, known as poll taxes. I seemed that some people were so desperately poor that they simply couldn't afford the tax...hence the Voting Rights Act of 1965.

You really want to turn back the clock like that?

What happens when the tax rate rises so high that YOU can't AFFORD to vote?
