Poll taxes were absolute, and were not pro rata to income. Second, they were in addition to income taxes. Third, they were enforced selectively and for purposes mired in bigotry (i.e. to exclude blacks from voting). The only system that I would favor is one in which no taxes at all are paid by those who choose not to vote.

Personal freedom is far more important to me than the democratic ritual of voting. Although I vote out of habit, it is a largely pointless exercise, since I rarely agree with the majority anyway. If I could not afford to vote in a system of truly limited government, why should I care? If the government were repressive, then I suppose that I could always move somewhere else or fight it with passive resistance.
