I believe the system you propose would be open to massive abuse not unlike the poll tax situation of the past. What is to prevent those in power from raising the income tax rate to the point where only those in the top 5, 10 or 15% of all earners can only afford to pay the tax and vote.

Because those in power could easily take advantage of the rest of the population by imposing God knows what kind of laws. What would prevent them from repealing civil rights or limiting personal freedoms you so cherish? Nothing as far as I can tell. I think you would care very much at that point.

(I can think of one scenario where it could be done in one fell swoop.)

Your proposal sounds like a recipe for a class war.
