There are a number of call scenarios to consider:

Local on-net (i.e. local Vz mobile to Vz mobile). Call does not leave the Vz network.

LD on-net, I think Vz owns some LD carrying capacity and is building its own LD backbone, so this may be where the savings is.

Local off-net (i.e. call from mobile to landline). Depends on where the MSC is located - if it is co-located with the ILEC switch, it's a short pipe. Otherwise, it would have to lease lines from the ILEC.

Also, there is the issue of backhaul (from Tower back to the MSC). Typically the cellco would lease T1s from the ILEC.
