Where did you get this data from.

If you are reading the statement in the original press release "the shipment of cost-reduced version of its decoder used in VCD players have been constrained by design -in issues experienced primarily by certain customers who have simultaneously cost-reduced their systems" to mean all this I think they are refering to things the chip can do NOT DEFECTS. No manufacturer would sell a defective product by lowering the price.
