Umm ... not to quibble here, but how can they claim THAT?
Percentages are a ratio - unless I totally misunderstand that particular measurement, it's asymptotic up to 100%, but doesn't exceed it.

For each fab there is a maximum output that is established. Utilization is then measured according to that so called maximum output. As the process configuration is tweaked and improved the output can exceed the maximum output that was originally estimated. The result is a utilization over 100%.
