IBM was one of the first to offer Athlon systems. Before they got out of the retail business.
As far as not offering them now in the USA but in say Canada, this generally means the Athlon is fill in. IBM pulled this years ago with the Cyrix chips they got in return for fabbing them. They showed up in Canadian models but rarely in the USA.
Intel seems to be their chip of choice or more likely the best deal.
