All it would take, really, is a big enough storm to shut down production in the Gulf for a few days. A good sized tropical storm will do. Of course, we're in the heart of the hurricane season right now and if a good sized storm were to hit the Houston-Galveston area right now and cause refinery shutdowns, all bets are off (well, not the long ones!!).
