My take on IBM's strange launch is that it's a safe and stealth launch, because

(1) It's the FIRST TIME that IBM launches an AMD business SKU.

Thanks for clearing up what was my misunderstanding...I speed read the article and missed that it was business and not retail.

The rest of your post makes really good sense.
