The previous SEC case against Ivan Webb must have been in the early 90's or earlier, because it doesn't appear on the SEC website or on Pacer.

In the next two posts, I'll show the dockets Pacer does have re. Ivan Webb:

One is the case filed recently by the SEC.

The second is a case where he was a defendant along with Hayseed and Kit Karson, too. This case was filed in January 2000, and the complaint appears to have involved fraud. The case was closed a few days ago. It appears to have been settled out of court.

I wonder if this second case was disclosed in any of the SEC filings?
