I read the white paper. It was interesting. It seems to me that the Earned Income Tax Credit is a more reliable means of targeting aid to the poor, and that the material on the effects on jobs was mainly of the "further study is warranted" variety. The impact of a wage floor had a little more potency, but it seemed to be small. In the end, I was not convinced that a minimum wage did much good, although it may not do much harm. Finally,I think I would go with Gordon Langston: if there is to be a minimum wage, let it be set state by state, to take into account local variables, such as cost of living and level of unemployment.
