I disagree. Most public schools fail because they see it as a means of acquiring more funding. Finally, one side, the republicans, seem to want accountability for the trillions of dollars that has been poured into public schools, with crappy results. The SAT scores appear to be close to the same as days of old, but just think, in urban schools, 30-40% of students drop out before taking the exams.knc
