European operators were asked to pay too much in the spectrum auctions, resulting in artificially high set-up costs that will have to be passed on to consumers.

I have long opined that spectrum is a hidden tax that sneaky governments are using to suck the last dollars out of their respective citizens, without having to suffer the political consequences of a tax increase.

It is also throwing the 3G world into chaos. As an example, UK and Germany 3G auctions have been completed, in the range of $500 per pop.

Korea, though delayed, has been capped at around $1B for the 3 spectrums artificially by the government. That is around $20 per pop.

Is a potential 3G subscriber in Germany worth 25 times more than a Korean?

If I am DT or VOD, I would just dump my home market and go buy the winner of the Korean spectrum. Wait, then the Korean government would scream bloody murder and prohibit foreign ownership, leading to big WTO battles. Afterall, we are doing same with the DT/Voicestream acquisition.

Another example is global roaming. Lets say in 5 years, everyone is going to have 3G anytime anywhere, would I then be shopping globally for a carrier? With such discrepancies in cost basis, may be I would use ThaiTel who only charges 20 baht a month vs Sprint who obviously want my USDollars? Countries with low or no cost 3G spectrum is going to murder the countries that forced an uncompetitive high cost base on their domestic carriers.

I guess I need futurist gilder to explain all this stuff to me.
