I believe it's a strong buy here. A lot of China stocks are suffering with the WTO bill hanging fire in the Senate. But Senate approval is a foregone conclusion. The only matter in doubt is whether it will pass before or after the November elections.

Politicians being the cowardly hypocrites they are, several G.O.P. senators in the majority want to continue bashing the "Chinese communists" on the campaign trail before they turn around and vote for the China/WTO bill as their corporate campaign contributors demand. Clinton has asked for the bill in the interests of U.S. international relations, so of course the G.O.P. would like to oppose it. But corporate America also wants the bill in the interests of their own pocketbooks, so eventually the G.O.P. will vote for it.
