I don't mean to be negative Rande, but I tend to agree with William, that we as the small fish will always be disadvantaged. Even if we get us a speargun, they will find an "anti-speargun" to use against us. The game will always be cat and mouse, but in the end, the cat is always much better at the game. That is not to say we can't at some point make incremental advancements improving our net disadvantage, but when playing a game with the game-maker, the game-maker makes the rules - where is this not true?

I don't believe the playing field will ever be close to even. There is no zero sum gain in advantage. An improvement in our "power" doesn't imply a decline in theirs. If we advance, they can just as easily modify the rules to wipe out our new found fairness...

But, all is not bleak... As small undercapitalized players(relative to your Po'Boys) - we learn better and better to just swim with the big fishes and avoid those sharp teeth.
