Hi gruetz:

Yes, the telecom sector is starting to be dirt cheap.
In addition to the movements you noticed MFNX plunged
below $30. I think we are very close to a bottom for
the incumbents (T, WCOM, FON, the RBOCS, DT, VOD?)
but not the challengers. Ray Duray of the FCTF has found
yet another fiber network under construction:

petronetcorp.com

The same folly is raging in Europe. I just don't see how
anybody is going to make any money. I will be looking
carefully at the bond issuance for the 3G auction
players during the next 2 weeks. Besides buying a basket
of WCOM, VOD (still shaky in my eyes) and VZ, other
safe ways of playing a bottom in the incumbents would be
to use TTH (Merrill's telecom holder) or a mutual fund
like FSTCX.

The CLECs are still some way from turning around. It's
still anybody's guess as to when the selling climax
will take place (tax loss selling around Xmas?).

After April-May 97, August-September 98 and the current
period, I hope we can all agree that in spite of its
rewards (primarily for traders) CLEC investing requires
a phenomenally thick skin.

Regards,

Bernard Levy
