I believe there are currently 9 Intel fabs producing logic devices on a process that supports modern processors. One or more also produces flash memory as well. They are:

Fab10 Ireland
Fab11 New Mexico
Fab12 Arizona
Fab14 Ireland
Fab15 Oregon
Fab18 Israel
Fab20 Oregon
D1C Oregon development fab, limited production.
D2 Calif development fab, limited production.

Intel does not publish the wafer start capacity, at least not where I can find it. As you can see, this is 1/2 the number of fabs you claimed(18) and most if not all of these produce a range of products and some flash as well. There are 5-6 other fabs but they are not running a process that would support PIII.
