Scumbria,
RE:"Presidents Nixon and Carter made a big deal about the need to find alternative energy solutions."

They had too...OPEC had us over the barrel. You remember the gas lines I'm sure.

RE:"Reagan came along and said it was nonsense."

I don't remember history quite this way.

RE:"The Iran/Iraq war caused OPEC to loosen up the supply of oil, and it made Reagan look like he was correct."

OK...

RE:"We have all been in a stupor over this problem for two decades."

I guess it's been so long you've forgotten the cyclicality of it all.

Fact of the matter is that we are sucking up fuel at a disproportional rate to the rest of the world.
SUVs and Winnebagos are very popular. There are 50 million more people in the US alone from 25 years ago. Everyone is living high on the hog sucking up gasoline and jet fuel on their weekly treks on the great circle route while observing the polar ice cap.
No one repealed the business cycle or the commodity cycle much less the law of supply and demand.
You are right, somethings gotta give at some point. First thing people will do is blame the government. The government will pass it off and blame the oil companies...
It's already happening. Soon hatred of the oil producing countries will start. The people will never blame themselves...just vote out the current set of "bums" when the time comes...
