I'll answer some of my own questions after some minor research. It will be just an ISP. Only 8.5% of the stock will be traded publicly. It seems to be another TCOMA captive, as TCOMA retains over a 41% stake. Interesting to see what the revenue split will be between the partners and their ISP.
