Which operating system are you running?

For the IE problem:

Open Tools on the menu bar
Select Internet Options
Switch to the Advanced Tab
Under the Browsing sub-menu, remove the checkmark beside "Enable Personalized Favorites Menu".

If you are running Windows 2000, try the following as well:

Click Start
Settings
Taskbar & Start Menu
Under the General Tab, remove the checkmark beside "Use Personalized Menus".

That should clear up your problem.
