IMHO most cars are over powered and if, built to go the maximum speed (80MPH (75 + 5MPH for some margin)) and be most efficient at 55 to 75MPH on freeways and interstates,

I think on flat straight low traffic interstates with good weather 80mph shouldn't be the maximum. But even at higher speeds you still have a point about cars not needing the power they have to maintain highway speeds. However you have to consider acceleration as well. Also some people want sports cars would you make cars that have over a certain HP or that can go over 120mph illegal?
