IMHO most cars are over powered and if, built to go the maximum speed (80MPH (75 + 5MPH for some margin))

I think the reason most people buy stronger engines is better acceleration. I think the carmakers should devise some way to selectively disable some cylinders in energy efficient mode, say the 6 or 8 cylinder engines could run on 3 or 4 cylinders at cruising speed.

I think most people would use it, just like they use "overdrive".
