He really needs to makeover his ability to think on his feet and know his own issues.
One man asked Bush if he would resurrect the Contract with America, the ten-point list of conservative legislative objectives associated with deposed House Speaker Newt Gingrich. Bush admitted he is not up to speed on the Contract With America, but did say he is concerned with making over the Republican image.

I can't imagine why he would shift his campaign to town-hall format when he's not ready to take questions.

A 33-year-old man, who said someone in the auditorium tried to discourage his question, asked Bush about his plans to address racial profiling, police brutality and encouraging business investment in the inner cities.

Bush skated over the law enforcement subjects, then spent over six minutes detailing his policies designed to encourage home ownership in the inner city, and linking federal funding to school performance.
