WTC, Sounds almost like a natural monopoly argument. That 40% penetration rate necessary for HFC viability sounds like a tall order when there are so many competitors. What is breakeven for xDSL? Suppose you were Pres. Al Gore, the year was 2000 and you decided it was an important national priority to make economical high speed internet access ubiquitous. What would you do?
