I've worked with Gore on data security, and he is very sharp.

I find that sharp people are consistently sharp. If there is evidence of him not being sharp at some time, it make it harder to believe someone's opinion that he was sharp other times. Unless you are talking about a completely light weight subject.

His interest and knowledge in Internet/security issues is unparalleled in politics.

That's not a very high standard. You may be right after all.
