Many years ago, on Lake Shore Drive in Chicago, they had dividers that would rise out of the pavement just before morning and evening rush hours. In this way, they could use the eight lanes as six lanes into downtown in the morning, six lanes out of downtown in the evening, and still accommodate those with a reverse commute with two lanes. Worked great.

But, as they like to say, "there are only two seasons in Chicago, winter and road construction".
