No, he wants to tax all of us to pay that bill, or at least the part of it that remains after he sends an ATF SWAT team into the drug company warehouses to steal the medication inventories.

The point is that the absolute value of the difference is slight, but the vectors do not point in the same direction.
It certainly could be expected that Bush would partially undo some of Clinton's policies, rather than add to them.
A drunkard's walk of policy is better than a determined continuation of present policy.
