WS stands for World Scale

World Scale is an arbitrary index that is used as a multiplier for calculating freight rates

That index changes w/ market demand for tonnage

If you've ever been to Tokyo and witnessed how cab rates fluctuate as a multiple of the posted cab fares, you've got the idea. For example, mourning and evening rush hours: you bid for cabs by holding up your hand and extending 1 finger you are bidding 1 X the posted fare, 2 fingers 2 X the posted fare. etc.

If you are from the US and hold up your hand with all five fingers out, you've just bid 5 x the posted fare.

WS 235 for citgo means that Citgo has chartered a tanker at WS 235

Citgo is the state oil company for Venezuela
