Don't know what this is supposed to signify, but IMO it doesn't mean much. Call OI is usually created by intstitutional sellers on balance, puts were almost exclusively retail till companies started to sell them. IMO large IO in calls on a certain strike just means that at some point an institution picked that one to sell... whether this means anything or not I leave it to others.
