DESC: The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida, intends to award a purchase order for a Personnel Location and Networking (PLAnET) system on a sole source basis from VIASAT, 6155 El Camino Road, Carlsbad, CA 92009-1585. This action is not suitable for full and open competition because VIASAT has been developing the system iunder a series of Small Business Innovative Research (SBIR) and Independent Research and Development (IRAD) Programs. As such, VIASAT has the sole rights to use and/or modify the PLAnET product for any application. Numbered Note 22 Applies.
