I think it is tough to evaluate a person out of the context of his or her times. At the time Luther was living his beliefs were not uncommon. Tolerant individuals were even more abnormal than they are today. If you follow the thread of the growth of emancipation (the freeing of the individual) you can see why toleration was not present - since toleration requires a knowledge AND an acceptance of differences of belief in populations, across time, across regions, across minds.
